Who can create and manage Elevation Policies and Rules?
Currently, only Super and Primary roles can create and manage Elevation Policies and Rules. Support for additional roles (Manager, Engineer & Helpdesk) to create and manage policies and rules will be available in a future release. -

No. Policies do not provide end-users with broader local admin rights. They only auto-approve the elevation for specific processes that match the defined conditions. Each privileged process requires its own rule and approval. - Does UAC Control Settings have to be configured for any specific level?
Yes. You must have UAC Settings enabled to any value higher than "Never Notify"
